The Role

The purpose of the Manager, Finance & Administrative Services is to lead the organization’s financial and administrative operations, quality management, and serve as a key member of the management team.  This position is fundamental to ensure the corporate and department goals and objectives are met through the leadership of corporate values.

The Organization 

ABSA (Alberta Boilers Safety Association) is the pressure equipment safety authority for Alberta. ABSA administers Alberta’s pressure equipment safety programs under the Safety Codes Act, and has the authority to enforce pressure equipment safety as set out in the legislation.

ABSA is self-supporting, financing its operations through fees paid by the pressure equipment industry and users of ABSA’s services. We are responsible to the Government, the industry, the people and the commitment to safety remains the driving force behind the work that ABSA does.

The Responsibilities 

Primary responsibilities include oversight and management including the planning, organizing, directing, controlling, and evaluating the operation of ABSA’s administrative and finance operations.

Leadership and Strategic Planning

  • Providing leadership, direction and management of the administrative support and finance functions and personnel, establishing goals and objectives through effective communication to staff and stakeholders.

Financial Management & Reporting

  • Provide ongoing support to department managers reviewing their financial results and indicators of negative variances to budget.
  • Ensuring compliance with all applicable regulatory bodies and General Accepted Accounting Principles (GAAP) and ensure a clean opinion in the financial audit.

Procurement Management

  • Responsible for the management of ABSA’s procurement of goods and services to ensure purchases are timely, cost effective, follow policy, procedures, QMS ISO standards, internal controls and ethical purchasing, managing ABSA’s spend.

Risk Management

  • Ensure sufficient internal controls are established and apparent relating to financial transactions, procurement processes, and records management. Controls are implemented to produce reliable financial reporting, and compliance with government regulations, FOIP, GAAP, and ISO policies
  • Ensure financial, credit and liquidity risks are managed according to the Enterprise Risk Management policy.
  • Produce reports of audit findings with recommendations for improvements for management to implement, clearly identifying the business risk and controls to mitigate those risks.

Personnel Management

  • Manage the day-to-day operations of the all administrative and finance functions to provide customer support to technical departments, following ABSA’s PRO-CORP policies and procedures.
  • Manage the employee’s roles and responsibilities, job descriptions, performance reviews, to ensure efficient and effective processes are achieved with a high standard of employee satisfaction supported by ABSA’s values.

Records Management

  • Act as the organization’s appointee, responsible for the records management.
  • Responsible for managing the safekeeping, and compliance of the organization’s records (including electronic), according to the Administration Agreement, GOA Records Retention and Disposition Schedule, the Boilers’ Delegated Administration and Regulation, the FOIP Act and the ISO QMS Policy related to Records Management.

QMS Management

Responsible for the implementation of the department’s Quality Program and provide training to staff supporting the organization’s ISO based program.

Education and Qualifications 

  • A minimum of 5 years experience as a Controller or Administration Manager 
  • Experience in a multi-department organization.
  • Experience in strategic planning and risk assessment.
  • Experience working within an ISO quality environment is an Asset.
